We should stop running things against Python 2 and remove the python-version key from the mach job subsystem.

Few test suits like talos, condprof and telemetry-python still running on py2 so marking leave-open.

Three patches in this stack adjust talos, condprof and telemetry-python to use py3, so I believe that this can be closed.
