When dFPI is enabled in private windows, we might want to slightly change the information on about:privatebrowsing to point out that users of private browsing usually get stronger privacy protections than in normal mode (and maybe point them to strict mode in the process)

Arthur, can you figure out what we want to do here, and how it should look?

Since we also have dFPI in normal windows now let's rephrase this bug a bit to refer to ETP strict level protections which PBM provides.
