Won't install under WinXP. 

Exception 0xc000000t in setup.exe

Clean boot to Win98, it installs fine. Clean boot to WinXP, same thing. Repeated
3 times. To get it to run, I installed under Win98 and then booted to WinXP and
copied mozilla directory from Win98 partition to XP partition. It seems to run fine.

Reproducible: Always

Steps to Reproduce:
1. Clean boot Windows XP
2. Run mozilla-win32-1.2a-installer.exe
3. Select custom or complete, doesn't matter.
4. Starts installing/copying files, makes it maybe 10% through and it crashs.

Actual Results:  
XP asked me if I wanted to send an error report to MS. I say no. It exits.

Expected Results:  
It should have installed all files instead of crashing (doh!).

I only have one XP box, so I can't test this on another machine. I will try to
redownload the install file and see if maybe I got a bad download.
