See https://phabricator.services.mozilla.com/D109696#3571987 and https://phabricator.services.mozilla.com/D109697#3571993 , after a moz-phab submit with only changes to already-submitted patches, it says "gerald requested review of this revision."

This is the first time I've seen this, normally changed patches don't modify the review state (e.g., "Accepted" would stay).

In this particular scenario, in case it matters, I did reparent D109696 on top of D109752 (from another author) before submitting my changes.
