Preconditions:
browser.proton.enabled=false
devtools.chrome.enabled=true

Steps to reproduce:

1. Launch the Firefox browser.
2. Open the Browser Console and run the following:

ChromeUtils.import("resource:///modules/BrowserGlue.jsm").BrowserGlue.prototype._showPlacesLockedNotificationBox()

3. Observe the Placed Locked Infobar.

Expected Result:
The Infobar should be properly displayed.

Actual Results:
The "Learn More" link looks blurry and difficult to read. Please see the screenshot for more details.

Notes:
The issue is not reproducible on the latest Nightly 89.0a1 when the new Proton design is enabled(the preferences browser.proton.enabled and browser.proton.infobars.enabled are set to true)

We removed the proton prefs so let's call this wontfix.
