Steps to reproduce:

In settings, about:preferences#privacy
Click "Exceptions..." next to Block pop-up windows
Enter a URL with an IP address with a wildcard: https://192.168.0.*

Actual results:

It created two entries:
http://https
https://https

Expected results:

It should create an entry:
https://192.168.0.*

The Bugbug bot thinks this bug should belong to the 'Firefox::Preferences' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Reading through that list, my suspicions lie with https://bugzilla.mozilla.org/show_bug.cgi?id=1328894
