1702202 - remove old platform annotations like linux 16.04, android !e10s, windows aarch64

in looking at a few wpt manifests I see many references to old configs we do not run. Just to simplify searching and future editing it would be beneficial to clean up some of the low hanging fruit.

other future changes are:

1. migrating to OSX 10.15 (instead of 10.14), so we could clean old OSX references up in due time.
2. migrating windows 32 from windows7 -> windows10 (retest existing conditions, but simplify what we can now if it is straightforward)

there are a few more, I imagine 2 more rounds, just large patches and takes a bit of time to do the exceptions and sanity check on try.
