Sync web-platform-tests PR 28332 into mozilla-central (this bug is closed when the sync is complete).

This was renamed from Secure-Close-Reason-Unpaired-surrogates.any.js
in https://github.com/web-platform-tests/wpt/pull/28265 and ends up
being almost identical to Close-reason-unpaired-surrogates.any.js with
the only difference being the capitalization of the filename and the
order of META in the test.

This appears to have caused an odd error on macOS, at least once:

PR 28332 applied with additional changes from upstream: d4ca2a84a2b8caaaff3323bd80b0e45f29b4ad0b
The PR was not expected to affect any tests, but the try push wasn't a success. Check the try results for infrastructure issues
