Pre-requisites:
browser.proton.enabled=true
browser.proton.infobars.enabled=true

Steps to reproduce:

  1. Launch Firefox.
  2. In the same tab, trigger multiple Info bars - the Default Browser Infobar and the Media Decode Error Infobar- An error occurred while decoding a media resource (details on how to trigger it in https://bugzilla.mozilla.org/show_bug.cgi?id=1695362#c7)
  3. Resize the window's browser to the minimum.
  4. Observe the space between the button and the text string.

Expected Result:
The space between the text string and the button should be the same for both the Infobars.

Actual Results:
The gap between the text string and the button is larger for the Infobar where the wrapped Infobar has only one row - Media decode Infobar in this case.

Notes:
The issue is more noticeable on Mac OS than on Windows 10 and Ubuntu 20.04.
