This bug is meant to implement the cap unit specified in the CSS Values and Units Module Level 4 specification.

This is included in the patch for ic that I just posted in bug 1531223, so if that patch goes forward we can dupe this.

It turns out the ic unit is potentially a bit complex, so I've split the implementation of cap (which is simple) out into its own patch here, and will consider ic separately in its own bug.

FF97 docs work for this can be tracked in https://github.com/mdn/content/issues/11592#issuecomment-1008472095 - it is fairly minimal: mostly just a release note and an update to browser compatibility data.
