The android xpcshell-as-service changes made xpcshell tests more efficient, so they run significantly faster than they did in the past. Now these tests can run in fewer test chunks, reducing overall overhead.

Run android xpcshell in 2 test chunks instead of 4. Also remove custom max-run-time as it is not needed.
