In proton, we are removing the page action panel, but in small windows, it appears and works as a overflow target. The test should load an extension and test this behavior.

We have a test that adds an extension and shrinks the window to test the overflow menu. Based on your phabricator comment, it sounds like that might satisfy your concerns, Shane?
