I have verified that the new tab design is ON by default using Firefox Nightly 90.0a1 (Build ID: 20210420213949) and Firefox Beta 89.0b2 (Build ID: 20210420191345) on Windows 10 x64, macOS 11.2.3, and Ubuntu Linux 20.04 x64.
