per nika's comment in matrix: "Only the initial about:blank can ever be an initial document"
about:privatebrowsing that is loaded by default in private browsing windows is not considered to be an initial document, similar to about:home and about:newtab

This bug is a soft blocker for Fission M8. We'd like to fix it before our M8 Release experiment, but we won't delay the experiment waiting for it.
