Scope of this bug is to update proton new user onboarding welcome screen CTA as below:

COPY NOTE
Button string changes depending on OS and action offered:

On newer versions of Windows, the button makes default and pins:
Button: Make Firefox my primary browser
Tooltip: Sets Firefox as default browser and pins to taskbar

On older versions of Windows, all MacOS and Linux, the button only makes default:
Button: Make Firefox my default browser
Tooltip: [None]

Async dynamically modify default proton content based on if app needs pin. Also hide en-only caption.

I have verified this enhancement and I can confirm the following:

• On Windows 10 v1903+ the "Make Firefox my primary browser" primary button is displayed on the new users Onboarding page;
• On Windows 10 v1903+ the "Sets Firefox as default browser and pins to taskbar" tooltip is displayed when the primary button is hovered;
• On Windows 10 versions smaller than v1903, macOS, and Linux the "Make Firefox my default browser" primary button is displayed;
• On Windows 10 versions smaller than v1903, macOS, and Linux there is no tooltip displayed if the primary button is hovered;

Verified using the latest Firefox Nightly (89.0a1 Build ID - 20210418213620) installed on Windows 10 x64, Mac 10.15.7, and Linux Mint 20 x64.
