Please don't resolve this until at least one release after avif has shipped by default to release so as the prevent complicated the situation where we need to disable avif at the last minute or even after release day.

AVIF has shipped by default since 93, so I think it's probably safe to use AVIF here

Hi! I took the existing .jpg and optimized it in squoosh.app (with AVIF settings 41% qual, 4 effort) to reduce file size from 184 KB to 103 KB. There is a very slight change in grain texture but no noticeable reduction in quality when viewed at the typical size it will be seen in browser.

I have verified this enhancement with the latest Firefox Nightly (97.0a1 Build ID - 20211215215113) installed on Windows 10 x64, macOS 11.6.1, and Linux Mint 20.2 x64. Now I can confirm that the "about:welcome" background image is using "avif" extension.
