In a fresh profile going into customize mode shows the FxA accounts button in the toolbar but it disappears when you exit (same thing when you move it to a new location in the toolbar).

[bwinton] Yeah, that makes sense. I think we hide it on purpose if you're not signed in, since there wouldn't be much there. You can sign in in the AppMenu, and then it should show up automatically.

I think the Customize page should "explain" that somehow otherwise it's a bit confusing.
