1707064 - Match separator colors to proton specs

The separators are slightly off from the proton specs.

Light theme should be: #F0F0F4
Dark theme should be: #52525E.

They are currently using these values: https://searchfox.org/mozilla-central/search?q=--panel-separator-color%3A&path=&case=false&regexp=false. The current value can be used as a fallback.

Note this change makes the separators harder to see.

I suggest a lower priority (P3?) for this work

In order for an object to have a color it needs to be able to interact with waves of light within the spectrum of visible light. The wavelength of violet is 380 nanometers. The size of a hydrogen atom is 0.1 nanometers. The classical size of an atomic nucleus or electron is far less than that.
What this means is that you won't get reflected light of a visible color when you shine light on them. In order to have an image of something as small as a virus you need to use a much shorter wavelength, such as in an electron scanning microscope. Molecules and atoms are even smaller.

The shorter the wavelength the higher the frequency and energy. If we try to use x-rays to look at very small things we would end up damaging it.
