VO opens incorrect context menu on inputs

STR:
- Ensure "VO cursor follows keyboard focus" checkbox is checked in VO Utility
- Enable VoiceOver
- Navigate to
data:text/html,<input> - Focus the input with the VO cursor by entering the page content (VO+shift+down)
- Launch the context menu with VO+shift+m
Expected:
The context menu is opened on the input and has options that relate to the input like "copy, paste, delete", etc.
Actual:
The context menu is opened in a different part of the page and does not contain options that pertain to the input. Instead, the menu contains the regular page context menu options "back, refresh", etc.
Note: this bug is also reproducible on Safari and Chrome, indicating it is likely a VoiceOver bug and/or that no workaround has been found

Morgan, are you filing bugs with Apple (via Feedback Assistant) for these types of issues that are believed to be bugs in VO itself? If so, could you reference the bug number and the description of what was sent here? Thank you

I filed a bug for bug 1705157 via webkit's bugzilla because I'm seeing the bug in webkit as well, and if its a VO bug they'll triage it into the right component on their side. I can't reproduce this issue consistently so I haven't filed anything on webkit yet, but if we can find STR I'll do one there too and link it here.
