Steps to reproduce:
Firefox exhibits broken pasting shortcut behavior.
There are two shortcuts for pasting:
'CTRL + V' regular paste
'CTRL + SHIFT + V' paste as plain text
The second shortcut (past as plain text) does not work half of the time!
Reproduction example:
- Copy any text (formatted or not)
- Select the urlbar in Firefox
- Press 'CTRL + SHIFT + V'
- Nothing gets pasted!
Actual results:
Apparently the shortcut only works on specific input fields? As a user I should not have to guess whether an input field supports non-formatted pasting or not. If it does not support non-formatted pasting, the 'CTRL + SHIFT + V' should still paste!
Expected results:
CTRL + SHIFT + V' should always paste where possible.
I recently switched from chromium, where this works properly. Firefox's pasting behavior is mind-bogglingly annoying.
Would be great if someone could take a look and bring this up to standard.

The Bugbug bot thinks this bug should belong to the 'Firefox::Address Bar' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I was able to reproduce this issue also on MacOS 11.0.1 using Firefox Release 88.0 Nightly 90.0a1 and Beta 89.0b4.
Setting up the proper flags for these versions as well.

For me CTRL + SHIFT + V is not working at all in latest FF:
Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:92.0) Gecko/20100101 Firefox/92.0
It works everywhere else - Windows, Chrome, Edge etc.
I have tried to reset FF, deleted all profile folders but still nothing. Ctrl+ v works fine but ctrl + shift + v does nothing.
