Steps to reproduce:

1. Launch Firefox Developer Edition.
2. Open "http://forums.mozillazine.org/".
3. Show "Protection Panel".
4. Click "All Cookies" and show "All Cookies Blocked Sub Panel".

Actual results:

The separator of the "All Cookies Blocked Panel" has a double border.

Expected results:

The separator of the "All Cookies Blocked Panel" has a single border.

Hi Eiichi,
thanks for reporting this issue. I was able to reproduce this bug on Windows 10 on Release 88 (64-bit), Beta 89.0b7 (64-bit) and Nightly 90.0a1 (2021-05-04) (64-bit), as shown in attached screenshot.
I'm marking this as New defect, hoping the involved team can revise it, also I update the flags accordingly. I suggest 4 as the severity of this bug.
