Error occurred during installation-Mozilla XPCOM: -207 CANT_READ_ARCIVE

i am unable to install mozilla 1.01 i get the error above, i have tryed 
several fresh downloads and installs, to no avail
Target Milestone: --- → mozilla1.0.1
Right click on the install exe and set the compatibility mode to Win98
