If the current page is out of focus (i.e. the cursor isn't in a text field), the
IME menu should not appear inside the page (on the top left corner) when the
user starts typing. 

Reproducible: Always

Steps to Reproduce:
1. Go to any web page
2. Switch to Chinese IME and select MS Pinyin IME 3.0 
3. Type any character

Actual Results:  
An IME menu shows up within the page on the upper left corner displaying the
character just entered.

Expected Results:  
Because the page was out of focus, such input should have been ignored and the
IME menu should not have been displayed.
it is an issue from NS7.0, and need to be fixed in current branch build without 
type ahead find feature.

When I quit Netscape, and enable the MS PinYin, I still see the characters show
up in the middle of the window when I try to type something.  Is this behavior
as what windows should be?
this bug should be fixed by bug 55751. when editors don't have focus, we disable all IME features now. please reopen if you still can reproduce this bug.
