Firefox Version: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:90.0) Gecko/20100101 Firefox/90.0
Window Size (inner width and height): 1497x920

Steps to Reproduce

With a new profile on 89 Beta or 90 Nightly, display the search bar in settings.
Click in the search bar and press on the down arrow to display the menu.
Resize the window.
Press the down arrow to display the menu.

Expected Behavior

The search menu opens.

Actual Behavior

The search menu doesn't open.
You need to click elsewhere, and the menu opens when you click in the search bar and the press the down arrow.
