Steps to Reproduce

1. Maximize the Firefox window on a 1920x1080 monitor.
2. Pin one tab, then open 8 others unpinned.
3. Start clicking/dragging on the last tab as if you were going to move it (most visible if you click/drag to the right because the tab itself won't move).

Expected Behavior

The title text of the tab being moved shouldn't reposition itself.

Actual Behavior

The title text repositions itself.

I was able to reproduce this on Windows 10 w/ 3 tabs (1 pinned), but not on a full-screened macOS/Catalina.
