User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:89.0) Gecko/20100101 Firefox/89.0

Steps to reproduce:

Update to Firefox beta with Proton redesign

Actual results:

The active and inactive tab font color is always full black (light theme) or full white (dark theme), which makes it harder to distinguish the active tab.

Expected results:

The active tab should have significantly higher contrast than inactive tabs, including in the font color.
When the Firefox window loses focus, the font gets dimmed and this dimmed version could improve the contrast difference between the active and inactive tabs. I'll be including attachments to see a mockup of improved contrast using the dimmed font color from inactive Firefox windows.

The Bugbug bot thinks this bug should belong to the 'Firefox::Theme' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
