We should turn off automatic syncing of Nimbus experiments in general for tests and manually turn it on when we want to test the timer explicitly.

Note, bug 1714615 seems to be an indication that this may not be working properly.
At least in some cases, we're seeing unexpected timeout-triggered attempts at remote settings sync's during test runs. See bug 1714615 comment 39 and following comments.
Hopefully we can sort this out over there, but I'm also commenting here in the hopes that there might be folks who could help & who are watching this bug who haven't yet seen that other one.
