[RFE] Have A preferences Side bar or a preferences tab

Details
I'm almost sure this is a dupe but wouldn’t It be a good Idea if preferences
could be open in the side bar or in a Tab in the browser window. Leaving it
easier to access the preferences because you could have them open all the time
if you like more easily

Wrong bug. Sorry. This is a duplicate of bug 42663 ([RFE] Sidebar pane for
cookies, images, js, java, .. preferences).
