[Steps to reproduce]:
- Launch an older version of the Firefox browser and wait until the Update notification panel is displayed.
- Drag the window in any direction while the Update notification panel is displayed.
[Expected result]:
The Firefox window and notification panel should move together.
[Actual result]:
The Firefox window and notification panel do not move together.
