When the scroll bar comes up in the browser it kicks the content on the page
over to the left. I have noticed this on several sites. If the content is
centered on the page and there is no need to scroll through the page the content
is centered. When you move to a page that requires a scroll bar it re-centers
the page thus kicking the content to the left. I have tried this in Netscape
4.79 and it does not re-center the page when a scroll bar is needed.

Reproducible: Always

Steps to Reproduce:
1.Go to http://projectmanhattan.hopto.org
2.Click on the Photo archive page link


Actual Results:  
You will notice that a scroll bar is no longer needed and the page kicks to the
right. Only when a scroll bar is needed does it kick to the left.

Expected Results:  
The page should stay centered with out being moved to the left when a scroll bar
comes up.
