This is similar to bug 1707605 or bug 1704488 but with a single swipe down motion.

A STR is;

  1. Open any content which is vertically scrollable/overscrollable, say https://covid19vaccine.health.ny.gov/
  2. Swipe down on your touchpad (don't fling)

Sometimes overscrolling state gets stuck, it's easier to reproduce with left hand in my case for some reasons.

Hiro, can you still reproduce this sometimes?

I can no longer reproduce this behavior. Though when I opened this bug I was using MacX 10.14, but now I am on 12.1. That's the difference maybe?
