In bug 1707795, we added an intervention to Office 365 sites to disallow overscrolling of Excel sheets, which was considered undesirable and does not happen in other browsers.
This bug tracks further investigation of the behaviour difference between us and other browsers, and a platform-level fix (if appropriate) which would allow us to remove the intervention.

Update: it looks like the next steps here are pending the resolution of this spec issue.
The current status of that issue is that there is a WICG proposal for what kind of events should be sent to content during overscrolling. We could prototype an implementation of that proposal and provide feedback to WICG to move it along.
