1710923 - run windows7x32/debug tests on windows10x32/debug

we have some higher value tests remaining on windows7x32, but we only ship opt and real regressions found from win7 in CI have been on opt- so continue running the high value tests on win7-32/opt, but get win10-32 coverage for those test suites on debug.

thanks for the backout, oddly enough those test expectations were changing and backed out from other patches at the same time, my try push was 100% green:

As I didn't change these tests or expectations, and they have been green for a while, it is most likely caused by whatever other changes are landing/backing out this week- so we will see who wins in the race of landing.

I will redo a try push with no changes- ideally this can all get sorted out this week.

tried again, always a new test interfering- hoping a 5 hour old m-c revision and green try run will result in this sticking around. also fewer hackers online today with public holidays, less chance for race conditions.
