In bug 1491867 we're adding the ability to enclose pseudolocale strings in markers. It will be consumed by the new pseudolocale strategy called "markers" (or "boundaries"?).
This bug tracks implementation of the new strategy:

Introduce a new "markers" intl.l10n.pseudo strategy, which wraps parts of strings in
square brackets, and hence "marks" the beginning and the end of the part of the string.
