Steps to reproduce

1. Enable High Contrast mode on Windows.
2. Open Firefox.
3. Select or hover over "tabs navigation", "Open a new tab" and "List all tabs" buttons.

Expected result

Tabs bar buttons should have contrast in high contrast mode like the contrast on the tabs.

Actual Result

Tabs bar buttons lacks contrast in high contrast mode on Windows.
