Normandy has been handling the rollout of http3. Starting in version 90, it will pass off control of that feature to the feature being on by default. Due to some complications with the rollout, Normandy will not automatically detect that it is safe to hand off the feature to the built-in code, a process Normandy calls graduation.
To help Normandy out, we need to tell it specifically that this rollout no longer applies to this version of Firefox, by adding it to the list of rollouts to automatically graduate.
