Mozilla Tiles Service in Nightly

Gradual rollout of a feature to fetch sponsored Top Sites from Mozilla Tiles Service, instead of syncing them using Remote Settings.

Experimenter is the source of truth for details and delivery. Changes to Bugzilla are not reflected in Experimenter and will not change delivery configuration.

The blocker issue was fixed and verified in the latest Nightly 91.0a1 build. We have also performed regression testing to ensure that there are no regressions. We haven't found any new issues and sent a GREEN sign-off. You can find it here: Gdoc.
