For her Outreachy internship, Ashwini will be adding support for using ICU4X instead of ICU4C in irregexp. This is a meta-bug for organizing that work.

Licence check skipped.
We'll need to request license review for the license used in icu4x and
add it to the allowlist for mach vendor rust. For now, let's just skip
this check so we can run experiments.
