We're planning to run experiments using ICU4x in Gecko and SpiderMonkey. Having a bug on file will help us coordinate this work, even if no code lands as part of this activity.

properly. Ideally, we'd break this dependency anyway, but for now, just copy

This phase of the experimentation is done. We will likely repeat this for ICU4X 0.4 or 0.5, but we can track that as a separate task.
