When moz-phab patch downloads patches from Phabricator and applies them to a local repo, and if there is a patch adding a new binary file, the fetched commit incorrectly adds an empty file.

Hmm, D116294 didn't reproduce the issue. The issue is that when I apply my patches https://phabricator.services.mozilla.com/D115775 with the command moz-phab patch --apply-to <rev> D115775, the icon dinosaur.ico which is added by the Part7 (D109307) becomes empty.
