Details

There are cross dependencies between unified intl components, e.g. PluralRules and NumberFormat due to details of the underlying ICU4C implementation. This has forced us to expose ICU4C objects as part of our public APIs. When we switch to ICU4x, it should be possible to remove these. This bug tracks this work.
