1714347 - Remove and reconcile -moz-proton-modals media queries

There aren't that many cases: https://searchfox.org/mozilla-central/search?q=-moz-proton-modals&path=css&case=false&regexp=false

It should be straightforward to remove the media queries and merge the -moz-proton-modals styles with adjacent selectors where applicable, and remove the not -moz-proton-modals ones.
