bug 1707057 shows some evidence that FOG may be trying to init after xpcom shutdown has been announced.

We should take steps to avoid doing that. If Firefox never got around to init'ing us in time, the session must've been short enough or strange enough that there isn't much "normal" telemetry in there to be interested in.

(( Now abnormal telemetry there might be. That could be interesting. But that's beyond the scope. ))

bug 1732989 will be looking at shutdown broadly, and should keep this in mind.
