1714461 - Remove Snippets Button From Personalize Panel on New Tab

Snippets has been disabled by default in MR1 but the button is still showing on the Personalize panel. This needs to be removed since clicking it has no effect on the New Tab appearance.

I have verified that this issue is no longer reproducible with the latest Firefox Nightly (91.0a1 Build ID - 20210625093436) installed on Windows 10 x64. Now I can confirm that the "Snippets" button is no longer displayed in the "Personalize" panel from the New Tab page.
