Steps to reproduce:

Open a webpage that has a right to left title.

Actual results:

Title has no space from close button for RTL Languages. (screenshot is attached)

Expected results:

It should've had a bit margin from close button just like English or other left to right languages.

I was able to reproduce this issue on latest Nightly 91.0a1 (2021-06-07)(64-bit), Beta 90.0b4 (64-bit), and Release 89.0(64-bit) on macOS 10.15 and Windows 10.
I've followed these steps to reproduce it:

1. Launch Firefox.
2. Open this URL:
   https://aawsat.com/home/article/3013216/%D8%B3%D8%AE%D8%B7-%D9%8A%D9%85%D9%86%D9%8A-%D8%A8%D8%B9%D8%AF-%D9%85%D8%AC%D8%B2%D8%B1%D8%A9-%D8%AD%D9%88%D8%AB%D9%8A%D8%A9-%D9%81%D9%8A-%D9%85%D8%A3%D8%B1%D8%A8

I'll set flags accordingly. Severity suggested S3.
