Steps to reproduce:
Tried to open an attached pdf-file, it asked what program I want to open the file with (or if I wanted to save it), in spite of me having set the "always do this from now on"-setting both from the popup and from the settings menu.
Actual results:
Every time I open a pdf it keeps asking, regardless of me setting the standard course of action (open with firefox)
Expected results:
It should have followed the standard method set, and opened the pdf in a new tab in firefox

The Bugbug bot thinks this bug should belong to the 'Firefox::File Handling' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I have tried to reproduce the issue on Windows 10, on Firefox Nightly 91.0a1 (2021-06-08) (64-bit) version and Release 89.0 (64-bit) versions, but I could not reproduce it in my end. Anytime I attempted to open PDFs using different settings ('always ask', 'open in browser' or 'save file'), browser always respected previous decision. Can you clarify from which specific page you tried to download it, or what happens if you select a default program to open them? (i.e: Adobe, Sumatra, etc)
Also, could you answer the following questions in order to further investigate this issue?

It's hard to be sure without details from the reporter, but given that it's been 2 weeks I don't know if that will happen. Either way, I suspect this is caused by bug 453455. We're working on fixing this this summer! That bug will be updated if/when we have more news. :-)
