Fork from bug1594409 comment17, and we also get some similar issues reported in here.

I can reproduce this issue on Windows 10 and Ubuntu 20.04, but couldn't on MacOS 10.14. Not sure the issue is on the render side or the playback side.

Edit: I think the issue is this is a full range video. I suspect this is bug 1459526 and that if we fix that this may also be fixed.

(Removed my original comment here, as I think it's wrong about the cause and is confusing the matter.)

The original link is already invalid. I tried other twitch video on Windows, and it seems the issue has been fixed by bug 1459526. I will close this bug.
