In the Browser menu Edit->Preferences->Appearance setting the groupbox for "Show toolbars as" to "Pictures and text" now has the effect of never showing the text labels for the buttons in the browser, but toggling them on and off in the mail window !!! This started happening cvs 20020927 so it should be fairly easy to track down. Previously this had the effect of switching them on/off *only* in the browser and never in the mail window. Seems that the observer/broadcaaster id has probably changed in the xul.
Confirmed; Linux/x86 20021226. The preference seems to work correctly in mailnews, but has no effect whatsoever in the browser.
