Per https://phabricator.services.mozilla.com/D116537#inline-654555 . Currently, we use regexes to parse toml; it's not clear what that gets us, and it is clear that unless there's some strong benefit, the maintenance cost is high compared to using something like pytoml.
Let's figure out if using pytoml works for us.
