Steps to reproduce:

Install any extension.
Select "Never Remember History"
Restart Firefox
Select "Rember history"
Restart Firefox

Actual results:

Toolbar extension icons appear or disappear based on history select options.

Restarting after selecting "Never remember history" causes installed extensions to disappear. Restarting after selecting "Rember history caused the installed extension to reappear on the toolbar.

Toolbar icons reappear if restart performed after selecting "Remember history"

Expected results:

Toolbar extension icons should not disappear based on remembering or not remembering history selections.
